    SANITARY, DRAINAGE, AND WATER WORKS COMMITTEE. 27th January, 1899.—At a meeting of the Committee—Present, The Mayor, The Ex- Mayor, Alderman Smith, Councillors Lake, Holt, Ballard, Gray, Evans. 1. The minutes of the last meeting are signed. 2. Resolved—That the pnaciple of charging on the\ateable value of the premises be adhered to, but that Miyfielder be instructed to enquireSnto the circumstances, and report the facts to the Committee before the letter be replied toV 4. Mr. Shelf'orffio letter of the 20th December, and the Sebxetary of the Water Company’s letter^/of the 10th January, are read. X. 5. (Recommendation 2). Resolved—That a copy of the correspondence be printed ana issued to the Council, and that the Council be recommended to acHmre to the previcms resolution that no further payment be made to Mr. Shelford. The Medical Officer of Health reads his annual report as follows:— N. West Street, Chichester, 27th January, 1899. To the Worshipful the Mayor, the Aldermen, and the Town Councillors, the Sanitary Authority of the City of Chichester. Gentlemen, • . I beg respectfully to lay before you my Annual Eeport of the Public Health of the City for the year 1898. The number of births during the year has been 254—viz.: 126 males and 128 femalqg, being a decrease on the year 1897, which was 293, and estimating the population of the City, with the increase of births over deaths to be for the half-year, in round numbers, 11,250, and for the whole year (exclusive of the Barracks, and of the patients coming from beyond this district at the West Sussex County Asylum and the Infirmary) to be 11,500; the birth-rate has been for the first half-year 236 per 1000 per annum, and for the second half-year 21-3, and for the whole year 22-4; that for 1897 was 26-4. The number of deaths registered during the year (exclusive of the Barracks, and of the patients coming from a distance at the West Sussex County Asylum and at the Infirmary) has been 158—viz.: 78 males and 80 females, and consequently the number of births exceeds that of the deaths by 96,
