The Queen visiting the sick at Osborne.

This may have either been a card or a scrap. It is diecut and relief embossed and has been attatched to some other piece of card at some point. It shows Queen Victoria dressed in a long, black dress and hood, sitting with a wolfhound at her side, reading the bible to a sick, fair haired, young man, lying in bed, curtains (with a pattern of cherries or red roses / carnations) around the bed head. There is a green chair with a (wicker?) seat on which rests a bottle of red liquid and a glass with some of it in the bottom. The 'Osborne' in the title may refer to Osborne House on the Isle of Wight - there were hospitals nearby - notably the Royal National Hospital for Consumption and Diseases of the Chest.
