    qualification or qualifications shall upon conviction before two or more justices of the peace of every such ofEence pay a sum not exceeding twenty pounds. 21. Any sum or sums of money arising from conviction and recovery of penalties as aforesaid shall be paid to the Colonial Treasurer for the general uses of this colony. Commencement and Short Title. 22.
