    Epidemic dropsy had a considerably lower incidence as the result of measures taken in the previous year, the chief being the declaration of argemone mexicana as a poison. Great restrictions on use, storage and transport of this article, thereby placed upon it and the heavier penalties for infringement of the regulations, reduced its use as adulte¬ rant of mustard. The drive for uprooting of argemone plant was repeated and had some educative value. Injuries were responsible for 11,583 deaths, of which 1,275 were from suicide, 7,517 from wounds or accidents, 2,041 from snake-bites, 355 from rabies and 395 from wild animals. The corresponding figures for 1950 were 701 from suicide, 5,391 from wounds or accidents, 1,189 from snake-bites, 124 from rabies and 134 from wild animals. Under the heading All other causes” 92,635 deaths were record¬ ed against 75,426 in 1950. Deaths at child-birth (i.e. maternal mortality) numbered 3,659 (1,025 in urban and 2,634 in rural areas) against 1,271 in 1950. Leprosy was responsible for 509 deaths (116 in urban and 393 in rural areas) against 325 in 1950. The provincial branch of the Hind Kusht Nivarak Sangh maintained two clinics for treatment of lepers at the district hospitals at Kanpur and Banaras. The Leprosy Unit established by the State Government for treatment and survey in Gorakhpur-Basti-Bahraich area of U. P. also worked during the year. Goitre is chronic in Jaunsar-Bawar area of Dehra Dun valley. A scheme of mass administration of iodine through salt consumed in the area was started in October, 1948, and has been continued. CHAPTER IV Fairs and Festivals The annual lairs in the State passed off without any outbreak of disease. Inoculation against cholera was made a condition of entry into the Savan Jhula and Ram Naumi Fairs at Ajodhya, Devi Patan Fair in Gonda District, Syed Salar Fair in Bahraich District and the pilgrim route to Badrinath and Kedarnath. The usual arrangements were also made at these fairs, for maintaining general sanitation, protection of water and food supplies. CHAPTER V Urban Sanitation A directive was issued by the State Government that any housing scheme comprising 12 or more houses or covering two acres or more of land should be referred by local bodies to the State Town and Village Planner for advice before being sanctioned.
