    OBSERVATIONS, Etc. Fellow Countetmen,—Having recently completed a work on tke subject of internal parasites,* I feel I need not apologise for bringing under yonr notice, in tbe most cogent manner possible, considerations baving an important bearing upon tbe social welfare, not only of tbe inhabitants of this metropobs, but also upon tbe community at large. I bave often tbougbt that type of tbe pubbc mind most strangely constituted wbicb could sympathize with a Miiber, but which could offer very few words of kindness or consolation, to those whom tbe murderer bad bereaved; yet I can better understand this phase of mental erraticism than tbe pecubar psychical condition of tbe man who, during tbe raging pesti- lence, would be ready on bended knee, to seek Heaven’s intervention, but whose intellectual endowments, nevertheless, would not enable him, under ordinary circumstances, to lend so much as tbe Hstening ear, to say nothing of tbe helping band, to those who are devoting their life-long energies in tbe process of seeking out tbe means whereby epidemics may be more or less completely averted. Tbe public press is tbe great corrector of these aberrant manifestations, and tbe blessing it thus confers is incalculable. To tbe intelligent, truth-loving mind, it every day becomes more and more clear that pestilences and famines, endemics, epidemics, and other similar disorders are immediately brought about by tbe operation of secondary causes, tbe nature of wbicb it is tbe prerogative of science to unfold; therefore, I make bold to affirm that a large class of diseases still bolding their dreaded sway over us, may not only be lessened in their virulence by tbe appbcation of tbe proper remedies, but, that not a few of them may be altogether eradicated by tbe adoption of measm’es based upon tbe deductions of sound scientific inquiry.
