Sir Robert Peel was both a member of parliament but also a manufacturer having inherited his father's firm of calico printers, hence the reference to the machinery within the image. He was seen as a pioneer of commercial greatness in Britain promoting 'free trade' i.e. open trade. He also carried an act for the preservation of the health and morals of apprentices and others employed in factories
