    PUBLIC CLEANSING AND SALVAGE Waste Paper Another fire at the Black Lake depot, the second in two years, caused a further setback to the recovery of waste paper and cardboard containers. As in the previous year it was possible to maintain a service, but operating with less efficiency and reduced capacity. Comparison of collection figures shows 3,168 tons collected in 1967, 2,293 tons collected in 1968 and 2,111 tons collected in 1969. In an attempt to obtain better pay loads from salvage collection vehicles, an Eagle Compressload was purchased To date this vehicle has produced good results, but there is need to wait until all plant and collection rounds are operating normally before concluding that specialist vehicles of this type could be used for all salvage. As the problem of bulk or volume is even more acute with the collection of paper and containers than with refuse it follows that mechanical compaction in some form must be considered. Refuse Containers The use of 8 cub. yds. and 114 cub. yds. containers for refuse collection from commercial and industrial premises continues to expand. These containers are also used extensively for collections from Corporation flats and maisonettes. Cases of inexcessibility to compartments for cleaning and in some cases emptying and nuisance from smell and noise where the compartments are under bedrooms are too common and they stress the need for full consultation concerning the siting of container particularly at the planning stage housing schemes. This applies equally to private development as to local authority schemes. No further progress has been made with the introduction of paper sacks although the subject is being investigated by the Corporation's Management Services Unit.
