Proclamation noting that "several warrants for high treason" had been issued against 19 men who were now fugitives from justice : Edward Henry, Earl of Litchfield, Thomas, Earl of Aylesbury, Wiliam, Lord Montgomery, Roger, Earl of Castlemaine, Richard, Viscount Preston, Henry, Lord Belasyse, Sir Edward Hales, Sir Robert Hamilton, Sir Theophilus Oglethorp, Colonel Edward Sackvile, Lieutenant Colonel Duncan Abercromby, Lieutenant Colonel William Richardson, Major Thomas Soper, Captain David Loyd, William Pen esq., Edmund Elliot esq., Marmaduke Langdale esq., and Edward Rutter.
