    CHAPTER IV THE BUTCHER AND THE ABATTOIR The evidence contained in the foregoing chapters is sufficient to prove that our slaughter-house system is in need of reform, and the reform which is indicated as the most obvious and the best consists in replacing the private slaughter-house by the public abattoir. Instead of makeshift and insanitary structures stowed away in the courts and alleys of our great towns, we have in the abattoir a building expressly designed for the purpose for which it is intended, properly placed in an isolated position, and planned throughout in every detail —flooring, walls, drainage, ventilation and water-supply —with a view to cleanliness and sanitation. All slaughtering operations being centralised in this building, the work of meat inspection becomes simple and effective, for, instead of having to scour over a whole town and pry into multitudinous private slaughter- houses, the meat inspector has merely to examine the carcasses of animals killed upon the premises. Cruelty is prevented by the supervision of the abattoir officials, whose presence acts as a check on brutality, which would otherwise be undetected; and the best humane slaughtering appliances can be provided at small expense in an abattoir where the same apparatus can do duty for a number of different animals.
